Windows 10，開機后不久（大概一兩分鐘？），底端任務欄會彈一個視窗，還沒等看清視窗事件名稱又迅速自動關閉，再彈出再關閉，如此往復多次后不再出現。在此期間，游標反復丟失基本干不了活，只能等它自己停止，不勝其擾。

1、我只能看出是RestartManager的問題，但看不懂是什么原因引起的。有沒有人能告訴？
