PBFT共識打包時間配置
考慮到PBFT模塊打包太快會導致某些區塊中僅打包1到2個很少的交易，浪費存盤空間，FISCO BCOS v2.0.0-rc2在群組可變配置group.group_id.ini的[consensus]下引入min_block_generation_time配置項來控制PBFT共識打包的最短時間，即：共識節點打包時間超過min_block_generation_time且打包的交易數大于0才會開始共識流程，處理打包生成的新區塊，
重要
min_block_generation_time默認為500ms- 共識節點最長打包時間為1000ms，若超過1000ms新區塊中打包到的交易數仍為0，共識模塊會進入出空塊邏輯，空塊并不落盤；
min_block_generation_time不可超過出空塊時間1000ms，若設定值超過1000ms，系統默認min_block_generation_time為500ms
