查看了README.html 提示作業系統要求是 Windows Server 2003 或者Windows XP 或者是Windows Server 2008而我的windows版本為 Win7
是不是作業系統平臺不適配原因。

這個補丁是給64位windows作業系統的，是不是因為位數的問題？另外，其實應該確認下你是不是真的遇上了這個BUG，需要打這個補丁？
對比patch目錄下etc/config/inventory (or) inventory.xml檔案中的platform_id和已安裝的ORACLE_HOME目錄下inventory/ContentsXML/oraclehomeproperties.xml檔案中的ARU_ID是否一致
如果排除上述原因，你還是想不管三七二十一不管上了是否會有宕機等副作用，強上這個補丁，那么要么可以試試騙騙opatch：
set OPATCH_PLATFORM_ID = 233 再執行opatch apply
