ruamel.yaml手動安裝作業正常，但仍然無法安裝 azure 包。
編輯：一一安裝每個包都會安裝所有內容而不會出錯。為什么？
將第 3 步更改為pip install -U pip wheel ruamel.yaml不會改變任何內容。

pip install ruamel.yaml
因此[python] setup.py install不應使用舊版。

除了安裝兩個版本的潛在問題外，第二個不會成功，因為 0.15 ruamel.yaml 系列（最后一個于 2019 年 7 月上傳到 PyPI）不支持 2020 年 10 月首次發布的 Python 3.9。
因此，當您逐步安裝每個包時，您將獲得最新版本或 ruamel.yaml。為什么逐步安裝不與某些包嘗試安裝ruamel.yaml==0.15.89為依賴項尚不清楚。
當我安裝在你列出的四個包requirements.txt，則ruamel.yaml不會安裝，但pipdeptree 表示azureml-core==1.36.0.post2有可能發生沖突的依賴關系。
當我使用你的時，requirements.txt我得到同樣的錯誤。
當我requirements.txt在 Python 3.7 中使用您的venv（以便可以安裝舊的 ruamel.yaml 輪）時，安裝作業正常。從中您可以看到azureml-core==1.14.0安裝了軟體包而不是azureml-core==1.36.0.post2
